What is a Provincial Government Scholarship?
In addition to the national CSC Scholarship funded by China’s central government, many of China’s 23 provincial governments independently fund their own scholarship programs for international students. These are called Provincial Government Scholarships and are offered through universities located within that specific province.
Provincial scholarships are excellent alternatives or supplements to CSC scholarships — they are often less competitive, available at Bachelor, Master and PhD levels, open to all nationalities, and cover a wide range of academic disciplines. Is a provincial scholarship fully funded like the CSC Scholarship?
It depends on the province and university. Some provincial scholarships cover only tuition partially — ¥5,000 to ¥50,000 per year — while others are more comprehensive. Unlike the CSC Scholarship which covers tuition, accommodation, stipend and insurance, most provincial scholarships cover tuition only or provide a fixed annual grant. Can I apply for provincial scholarship after being rejected by CSC?
Yes — and this is one of the most important things students need to know. Provincial scholarships are completely separate from the CSC. Being rejected by CSC does not affect your eligibility for a provincial scholarship. If your CSC application is rejected in March–April, provincial scholarship windows for the same September intake are often still open. There is no single “easiest” province — it depends on your degree level, academic record, field of study, and language certification. Provinces with large Pakistani student communities like Jiangxi (Nanchang) and Shandong tend to have more experience processing Pakistani applications and are generally student-friendly. Can I apply for a provincial scholarship and CSC at the same time?
Yes — applying for both simultaneously is our recommended strategy for maximising your chances. They are separate applications submitted to different bodies. However you cannot hold two conflicting government-funded scholarships simultaneously if you are awarded both. In that case you would choose the better offer. The rules around simultaneously holding both vary slightly by province — Scholarship Navigator clarifies this for your specific target province before you apply.
Do I need HSK for a provincial scholarship?
For Chinese-taught programs, most provincial scholarships require HSK Level 3, 4, or 5 depending on province and degree level. For English-taught programs, IELTS 6.0 or TOEFL equivalent is typically accepted instead. Some provinces — such as Hebei — explicitly accept IELTS 6.0 as an alternative to HSK for Master’s and PhD applicants.
